Council met in regular session at 5:30 p.m. with Mayor Mike Rick presiding.
Mr. Michael Raddish asked everyone to join him in a moment of reflection for their own intentions. The Pledge of Allegiance to the Flag was recited by all.

Motion by Mr. M. Raddish, second by Mr. M. Kelly for the approval of the agenda as presented. Vote. Unanimous ayes. Motion carried.
Motion by Mr. M. Raddish, second by Ms. B. Van Dike to adopt the minutes of the August 5, 2015 Council meeting. Vote: Unanimous ayes. Motion carried.

Mr. W. Bauer reported that the next work session will be August 26, 2015 @5:30 and all committees are on the agenda.

COMMENTS ON THE BILLS
Motion by Mr. W. Bauer, second by Ms. B. Van Dike to approve the payment of the bills as presented on the voucher register. Discussion of the bill for Woodford Excavating, Motion by Mr. M. Raddish, second by Mr. M. Kelly to include the Woodford Excavating bill for $26, 883.00, leaving a $3,000.00 balance that was tabled at the August 5, 2015 Council Meeting. Vote. Unanimous ayes. Motion carried. Motion by Ms. B. Van Dike, second by Mr. C. Yoho to approve the bills as amended. Vote. Unanimous ayes. Motion carried.
June Long – 4061 Etter – stated on the status of the cemetery. All the plants have been fed and the need to water if there is no rain. Purchased mums for fall and will be planting bulbs in October. There will be a Cemetery Board meeting in October.
Jean Sexton – 3767 Orchard – asked if a new Zoning Inspector had been hired and stated there were some homes that were needing to be looked at but gave no addresses. Her next question was about the purchase of the golf course, what were the plans for the property and would residents be able to attend meetings. Mayor Rick and Mr. Reed assured her that the buyer has not submitted any plans to the village. Also, they stated when meetings were scheduled regarding the property; the time and date would be publicized.
Pam Clemens – 3367 Dick St Apt 8 – expressed concerns about the drug activity going on at 3367 Dick St Apt 4. She state that the residents have telephone the owner and nothing has been done and that many renters have put drug watch signs in their windows and have confronted the suspected dealer. Chief Higgins asked that the renters please call the department when any drug activity has been observed; when they confront they might be hindering an investigation without knowing. Ms. Clemens, then asked if the Village can post “No Drug Activity” signs. The Mayor responded that the village cannot put any signs on private property. Ms. Clemens asked about the neighbor’s high grass and was told that the village is watching the yard and will follow legal procedure if necessary.
Nancy Mencer – 242 S. Cleveland – asked if she could address each member of Council, Zoning and the Law Director. She first asked Mr. Spaugy if he would like to live next to a junk yard? Omnova has being bringing in trailers and other objects and storing them on the property? Does he know what is in the barrels on the property? His responded that he has noticed the objects also and agrees that the village needs to find out what Omnova is doing on the property. The other members agreed and that she did not need to address each one individually. Ms. Mencer was advised to call the Ohio EPA and village officials would address the concerns.
Merlene Bush – 216 Fenton – expressed her concerns about a suspected drug house on the corner of Orchard and Fenton and the strong odor coming from the house. Chief Higgins advised that she call the police department any time of the day. He also stated to the audience how he would support a Neighborhood watch.
Mr. M. Kelly stated the Zoning Inspector and Village would follow up with Omnova and if any concerns call the Ohio EPA and with any of the suspected drug houses, call the police.
Mr. M. Kelly, Mr. M. Raddish, Mr. C. Yoho, Mr. R. McDowall, Ms. B. Van Dike and Mr. W. Bauer thanked the residents for attending the meeting and expressing their concerns about the Village.
There being no further business to bring before council, there was a motion to adjourn the meeting. Meeting adjourned at 6:00 p.m.
